Using a Kill-A-Watt meter will give fairly accurate results. Measure the watts pulled from the wall outlet and adjust for power supply efficiency, no other simple way of doing it really!

 

You could use a digital multimeter to measure the volts and current into the power supply and adjust for power factor and efficiency but unless you really know what you are doing I'd leave that one well alone! ;)

 

Most Thermaltake and Corsair power supplies are good quality. Corsair are probably my first choice on a quality/price basis.
