Controlling network traffic

I have my network connecting to my cable modem through a router which I disabled DHCP on because it was slowing my internet down. Taking over for that I have an old Dell controlling the IP assignments between the Hub+computers and the Modem using ICS. My question is, is there a program that can control how much bandwidth a specific IP address connected to that computer can use? As of now I'm just hunting around so any program no matter the price would be appreciated.

A Linksys router loaded with the DD-WRT firmware is capable of providing QoS services for LAN and WAN, and would be able to perform traffic shaping for your individual IP...

If you want to continue to use the Dell as a routerPC then I would recommend loading something like Ipcop or untangle on it.
