The following assumes you had no leaks and you added a CPU waterblock. you weren't very thorough with you explanation there.

Remove water block and re-seat the CPU literally remove and replace. Make sure all pwr is connect to the motherboard where needed.

If you upgraded GPU at the same time you should have uninstalled the video drivers first then shut down and remove the old card. I've seen that cause a problem myself before. Sounds like you have on board graphics too. Going back a forth can cause havoc so avoid that. Clean the contacts on the GPU then with alcohol thin cloth and a credit card inset in the PCIE slot and clean the contacts there. If you have a can of dust off, spray both end of the DVI cable and where it meets the monitor/gpu. Re-Seat all making sure you have a proper fit/click and power connected to GPU. When you restart your computer if you still have no signal let window load completely>> login if you have a password>> give windows a chance to load all, say 5 minutes,>> then restart the computer,>> without any changes to components then restart again. This should correct you troubles unless the GPU is fubar.

Okay I did a lot of assuming here but if my crystal ball is working this should help.

Good Luck

I pulled everything out and it ended up being that my processor had a few bent pins when I put it in last time I guess.

Thank goodness for a razor blade and a butter knife LOL

Everything up and running now YAY!!
