A brief sum up is basically that no cases against this law are going to court because of your "no-win no-fee" law, where if you lose you pay the cast of the winners fees, which can be enormous. And going from that article, if you (i.e. the owner of the blog/site) successfully defend yourself, you have bugger all chance of ever recovering your costs as the claimant is not normally in a financial position to pay up. To quote - "as a lawyer knows, there's noting more dangerous than a claimant who has nothing to lose". So as they state, for the defendant it's a "lose-lose" situation.
