Which is better for faster load times in games, windows programs etc. When I set my ram to ddr2-800 @ 3-3-3-8-2t or ddr2-1100 5-5-5-15-2t

i would say the ddr2-1100 is faster as the higher clock speeds make the increased latency look like nothing and you will probably have a higher FSB ( i think) doing so thus increasing the total system speed. though as Angry games said "cpu mhz is king"

run a super pi 1m test with each setting though I'd put money on the ddr2-1100 would win easily.

youre right, it won on every test, 3d, sandra, pi, aq3, pifast etc

The bigger thing to look at is what bus speed will you be running your system at at each speed. 200x4 is always going to give you less performance than 266x4. Simply put, the whole system gets a boost at 266x4, where as at 200x4 only the ram benefits from having the lower timings, and you may not have enough bandwidth to make it effective.

 

Also, running a 1:1 is almost always better than running a divider/multi, as even though the difference is small, there is a slight loss from the board having to make the conversion and then effect it, as opposed to simply effecting the fsb/ram ratio. Less steps = more cycles free, after all.
