CPU fan - weird behaviors (stuck)

When resetting or powering on computer, before POST, while my monitor displays black screen, my CPU heatsink has power and is spinning.

 

Once POST begins or if i go into the BIOS my cpu fan doesn't spin. (ZALMAN CNPS7000B-AlCu)

 

BIOS - PC health - CPU fan settings are at the lowest possible for 'on' (believe it's >25c). Im about 31c at idle.

 

Once im into windows (CPU fan, not spinning), the second i open up smarguardian my fan powers up. I have played with the settings in smartguardian w/ no luck.

 

Appearantly luanching smartguardian is the only way to get my cpu heatsink fan to power up that i have found - this is a new system ( DFI MBD and heatsink are new, the rest of the components are old).

 

Has anyone encountered this before? Any help would be appreciated.

I get the same sort of thing on my no2 rig when I power it on as it normally is switched off and therefore cold however the cpu fan will come on in bios after a minute or so.

 

My smartguardian is on Auto mode.

 

My two cents worth

 

Check to see if thermal throttling has been disabled in bios & also check the cool n quiet feature has been disabled to.
