in your case

MAKE SURE that your motehrboard does NOT touch teh case ANYWHERE but those gold screws you pt into the case those rare specialially designed to not ground the motehrbaord, they are simple stanoffs, your motherboard will not boot if it is touching the case anywhere else

Is that a new board?

Make sure the bios reset jumper is in the right place

try reseating your AGP

if that dont work

pull it out of the case and just hook up

DFI LanPartyUT nF3 250Gb

AMD Athlon 64 754 2800+

1 x 512 Kingmax

Ati Radeon 9550

WD 80gb

LITEON CDRW

Chieftec 420W

do not hook up front case botton controls

and see if it boots then
