Windows nor Linux will install.

In the case of Windows XP Pro, it will get to the blue screen and get past the,"Press F6 to load RAID, SCSI driver; Press F2 to load Drivers," section but it will lock up in a random section during install initialization. With Linux(Ubuntu) it locks while loading kernel data. I think the main problem my the RAM. I've had problems with the board not recognizing the RAM before and it can't get past test 5 on MemTest. I'm going to try a few different sticks and see if I get any thing. The HDD is freshly formated using Drive Scrubber so there are no conflicting drivers. Also, takes about two minutes to get past the mobo title screen in to the boot-up phase.

Gah! Windows booted and loaded. Now the system won't boot unless I have an OS disk in the drive. I disabled boot from CDROM and it still does it. Should I clear the CMOS. If that doesn't work, what else should I do?
