Need help with unsolvable Stutter please

did you say you are using a third party application to control the cards functionality? have you tried driver-cleaner followed by a full reinstall using just nvidia drivers. if your current graphics card utility has embedded registry code it may be throttling your GPU and mem speeds without you being able to do anything about it.

try starting from scratch but make sure it really is scratch with DriverCleaner

The graphics card just throttles and stutters from the 55C - 61 C temp range. And because of the throttling at 55C it can be awhile before a 3D app reaches 61, sometimes it doesn't get there (non intensive). Anything before 55C and after 61C is normal. The throttling does not show up on any software monitoring program I've tried so far. Anyone thinks the GPU is damaged? Crappy card :(

You can always flash the card with a bios that has a low "2d fan speed" and also a low "3d fan speed", that way you would get high temps in Windows, and when your not into intensive graphics in game. (Use this at your own risk tho.. high temps isn't what you would want normally.. but you should be OK as long as you don't push it above 80c)
