Not affiliated with it at all but I was looking for answers why I couldn't go any higher on my venice. I thought there was some magic setting that I was overlooking. turns out I just got a crappy venice. The post here suggests that thermal throttling doesn't have much to do with the performance of the CPU during normal usage. Only power consumption during suspend mode. So the percentage is how much is supplied to the CPU when it is in *suspend mode*.
