Voltage doesn't go to what is set in BIOS

I have both the CPU VID StartUp Value and CPU VID Control (CPU VID Special Control is OFF) set to 1.5 but in CPU-Z 1.30 is says my voltage is 1.456

 

 

Rig Setup

3200+ Winchester @ 2.5GHz (250x10)

LanParty UT nF4 Ultra-D Motherboard

2GB (2x 1GB) OCZ EL PC-3200 Titanium DDR RAM @ 208 on 5/6 divider @ 2.7 (2-3-3-5)

OCZ ModSteam 520W Power Suppy

BIOS is 7/04-2

There is no off,its on auto which means it will self adjust thats why the voltage is showing up diffrent.
