  1. 20c is about 68f so unless you are keeping your computer room really cold, there is still a problem.

  3. E8500's often have stuck temp. sensors. Mine are stuck at 37c and 39c but they should go up if you load up your CPU with a program like intelburntest or core damage, esp. if your overclocking. As mentioned I would try another temp program. I use hwmonitor but there are several good ones out there. If you continue to have the problem you may want to try to get a replacement.
