I might try to use a live cd and boot up some *nix distro, just to be sure it's not software related. Once you boot up first thing to do would be to ping the loopback adapter. -
I personally think that it's a HUGE waste of money, if you want a good NIC grab one of those Intel PCI-e and call it a day http://www.newegg.com/Product/Product.aspx?Item=N82E16833106033 Your focus should be on a good router that supports opensource software I.E. openwrt, tomato, or dd-wrt firmwares, and a solid modem if you want a solid network.

You never mentioned what OS you are running or what your network settings are. We NEED more info... Also post logs of your modem if you have them. (be sure to take the mac address out so people don't steal your internet) =) -

Cloning a HDD to SSD is NOT advised. Suck it up and do a re-install if you care about getting the most performance out of it. You did buy an SSD for performance right?

Don't mean to go all elitist on you, but http://www.polarcloud.com/tomatofaq Is an awesome resource to answer all the questions you asked anyways I have mine set to custom path "/cifs1/Backups/tomato_stats/" You need to first mount a cifs though. -
