This was just ment as a project, Im not screaming out for major performance increases. I just thought it would be an interesting thing to do + I am still using most of the resources that I currently have. The 610 is only about $50 here and the 650 is under $150.

the gtx 650 in my gamer does a fine job of covering the physx stuff...

Is that a dedicated physx card or your only graphics card?

Your WAP could just be going bad, it's showing most of the signs of failure.

How am I able to confirm this?

I haven't had much experience in dealing with routers or internet connections before.

Any chance the IP addresses are duplicated?

How would I check this?

As for wireless devices if the ipad has a bad connection to the router it may be forcing the entire network to a lower speed (single band wireless has to work with the slowest device in mind when using older equipment) but that really doesn't add up for your wired connection.  Try pinging other devices on the network when the ipad is and isn't connected to see if it's messing with the internal network or just the external connection is going crazy.

Also are there any performance issues on the ipad?

How do I ping other devices on the network?

Also on a side note, my housemate isn't here at the moment so I assume all her devices are turned off. I just did a speed test and am getting 34ms ping, 4.08Mb/s down and 0.43Mb/s up. It's way better than what it was before, so I am fairly certain that it would be her iPad that is causing the major drop.

Yeah, I moved into this place after the internet was set up, and it was working at the time so I didnt want to go about changing anything. But Im moving out with friends next year, so we will definatly be looking for a better isp than TPG. Just a bother that this had to happen just before exams.
