Video card overheating cause stutter?

So for starters, here is my system:

 

AMD FX-8350
ASRock 970 Extreme3
16GB of Corsair Vengeance
HIS HD 5870 iCooler V Turbo 1GB
WD Black 640GB 7200
AZZA Fusion 3000 Case
Reeven Okeanos CPU Cooler
Ultra X3 1000 Watts

 

2 days ago my son complained of stuttering and lag in CS:GO.  I don't play the game so I kind of didn't pay attention and thought it was probably something else he was doing or running while playing.  Well this morning I went to play some Day of Defeat:Source and after about 2 minutes of playing I noticed it too, was incredibly annoying. I know this game is not demanding at all so kind of surprised me.

 

Typically the game pegs at 120 FPS and doesn't move but it was fluctuating between 100 FPS and 120 FPS.  Ping wasn't fluctuating at all.  I shut the PC down and opened it up to see if maybe the fans were clogged or something, thinking maybe its overheating.  Could overheating cause this kind of issue?

 

Now I did notice the fan didn't seem to spin by hand as freely as I remember so I'm wondering if its maybe on its way out, I haven't heard it make any odd noises.  Now when I put it all back together, I played for about an hour and didn't experience the stuttering at all.  *scratching head*   Since funding for a new video card are most likely not in the budget as of now, what is a decent replacement for the stock cooler on an HD5870?  Or what might be a decent replacement option for the video card that won't break the bank but might be better than the 5870?

You could use a utility to monitor gpu temperature and see if that gives you any clues.  Over-heating can cause a lot of different symptoms on a video card, but you might be chasing ghosts unless you know for sure.

 

Normally one of the "other" first places I would look is the power supply.  But that Ultra X3 is a beast so I wouldn't have that at the top of my list.  Let's eliminate over-heating first and then move on from there.

Yeah, I went ahead and installed MSI Afterburner to monitor things...so far nothing seems out of the ordinary and of course now its not stuttering.  Go figure.

Only other thing I could think is drivers...

 

Give the system (especially the card - which I have the same btw, great card for its age) a good shot of compressed air to clean out all the dust you can. Then update drivers.

 

From there, as others have said, monitor heat. Mine has been getting really hot lately, but I think I'm trying to push it too hard.

Well so far....nothing since I opened it up to look and manually spun the fan.  I'll keep on eye on it and see if the issue comes back. 

 

Yeah, I'm really ok with the card, it has served me well for a decent amount of time.  :)
