Provided everything you need is in there, then yes. Documents and settings is the equivalent to the "Users" folder in Windows7/8. You can backup the whole folder or just the folder of the user you're interested in.
If you want to back it up to perform a clean install then this method is fine but if you want to perform periodic backups then you might want to have a look into some backup automation software. Can't remember if XP had its own backup utility.

If you need to do an incremental backup, SyncXP is a sweet little app that doesn't even need to be installed.

Antec P182, Asus Commando Green MB, Intel Core2 Quad 2.66 Ghz, Freezer 7 Pro CPU cooler, Corsair DDR2, nVidia GeForce 8800 GTX OC, 2 WD Raptors 160GB, CoolerMaster 750W PS

Just copy the user folder under documents & settings along with every hidden file (if you want to backup program settings) and you are done.

And don't forget to export your browser favorites to a file and save them also, can be a pita trying to remember all your sites.

Usually most of them are in the 'app data' section - hidden under user folder.
