Best Cooler for 50 or less?

$50 is a tough area. Not sure.

Hyper 212 EVO which costs ~25-30 (at max) beats almost all coolers available at sub 40 region. Not sure about the best cooler under 50.
i have a hyper 212+ EVO on my i5-760, its at 4ghz and 1.3125 volts, never goes beyond the 70c when stresstesting, never goes beyond 64c when gaming. (most of the time it is 61c when gaming)
really reliable cooler, its quite big tho, if you have a mini atx or some sorts, i would suggest another cooler, if you have a standard miditower, you're good to go.

corsair h60 can be found on sale for $55. i bought one from newegg on Wednesday last week.
D-14 could be found at the price if properly searched in right place.
