Yes, it will work as far as connections.
Most likely, it's better than the one in the prebuilt (Not by much though)... but from your other thread all your upgrading is ram (Negligible difference) and a video card (8600GT= ~70 watts max, the ones without a PCI-E power connector anyways). So... the current PSU will probably handle it just fine.
I'd recommend to get the computer first before you start blindly buying parts for it, especially negligible, crap upgrades. That and you have to inspect the casing and make sure it's upgradeable and not proprietary.

CAREFUL!!!!!
I don't know if HP does this, but I know Dell has done this in the past....
THe psu LOOKS like a standard ATX power supply... and even the plug is the same (the 20/24 pin main plug)
BUT, in the past, they have wired them differently...so they will fit, but not actually work.. or worse...
Just do your research...
Why do you need to buy a PSU for a PC you don't even own yet???

the research ive done has shown that the computer im ordering only comes with 300 watts.....the graphic card i want to put in it requires 400. This is why i want a new psu for a computer i dont own yet. im just wondering if i needed 2.0 or does it make any difference?
If i order this card would it work
http://www.ncix.com/products/index.php?sku...#Specificationsit doesnt say anything about pci-e cables or sata.
does 2.0 just mean that these are included???

ATX 2.0 is a PSU design specification as determined by
Form Factors.org. The design spec covers all aspects of the PSU including size, connectors and other technical specification regarding power output. The current design specification is version 2.2. Other form factor specifications issued by form factors.org include motherboards, chassis, add-in cards etc.

ATX 2.0 is simply a 24 pin p1 connector and also includes the 4 pin p2 connector that most motherboards require...
Both those power supplies will work provided that HP hasn't wired anything different...
But the two PSU's you listed are pieces of Garbage. I wouldn't get ether of those. spend a little more money and get a decent brand like antec, OCZ. you can find lower wattage versions pretty cheap now if you look hard enough.
but if you are going to get one of the two that you listed the thermal take is better than the COOL MAX
