Yeah it seems safe to assume you will pop your clogs. It also seems safe to assume that this was designed with natural selection in mind.

Browse through the other mods on that site (it should only take about 12.5 seconds) to realize the sanity of the guy writing the how-to.
The guy himself says this

His mods are pretty cool. See the sneakers? I'm trying this. (he did it from 10 feet back...it cant jump that far!)
EDIT: And my monitor dose not have a shell! so i sit at an open monitor all the time!

All of his mods work..
Unsafe.. yeah some of em are..
but they work.
If any of you ever look in the case mod section picture gallery.. my old old case is way way in the back.
I have the penny heatsinks on my ram. I belive he did it on his page somewhere, which is where i got the idea.

it's not letal unless you have a pre existing heart condition or a plate in your head (wait some folks around here might have the later of the two).
I actually did this when I was younger. was trying to fix a 15" crt. my dad... who actually KNOWS how to fix these things was supervising. and laughing at me. the last words I remember him saying before the white flash before my eyes were "what ever you do don't"
lets just say I learned my lesson... NEVER opened a CRT since then.

pulled up the suction cup and hit the tip of a screw driver to what ever in the heck is under that rubber boot. it was NASTY

I opened a monitor when i was about 10 years old... but i kept this in mind:
Fat wire+thick rubber+ "Danger" = PAIN, so i didn't try to remove the cup. But even though its 1000 something volts, it dose not have any current behind it and therefor can't kill you. When you rub your socks on the carpet, its a super-high voltage but no current.

I will add this much, if you are going to do something like this.
You want to take a flathead screwdriver wrap the handle in electric tape.
Also take an electric cord one you wont use anymore (3 prong) and you strip the wires but keep the ground,
Wrap the ground wire around the flathead screwdriver and cover it in electric tape so it will stay in place.
and you can use this to discharge that large capacitor under the suctioncup or anywhere on the Monitor for that matter.
Ive had to do it once before. Its a very scary thing. I wore rubber gloves n everything lol..
but it does work.

Ok, that just seems really unneeded. any wire will work. gloves are ok but are not needed. screwdriver is already plastic and is also not needed.
