Yeah a hole saw is a one trick pony but cost a lot less than a dremel AND a dremel in plastic is a bit messy, turns at about a gazillion turn a second and dosn't cut but melts the plastic and simply closes the cut section behind it loll.
I'd go with a hole saw, but if it was me i'd buy a slightly smaller size and finish it off with a semi round coarse file and then sanding paper.That way you're sure not to have small heat cracks from the hole saw on your window.Better take your time than to have a window you wont like

Btw raven is right about the tape,always tape your window when you use a hole saw and use a small bit to do your center first so your hole saw center piece have somewhere to anchor itself (did you like that one "anchor itself" lolll )
