i woudnt touch it.. power supplies can freakin cause permenant damage if your not careful, even when they're off.. if you do do it .. make sure those gloves are made out of some thick rubber

Yeah, go ahead and dont touch it. Just learn to live with the loud fan or you might not be living at all :/

also you could screw up the PSU just by openinng it and even trying to replace the fan, a loud fan is good it means its pushing a lot of air to cool your computer to make it last lon..... ect etc u get the idea.

I opened an old PSU once before I even knew it was dangerous (to take out the fan to use it for something else

). Is your current PSU a good one? Maybe if it could do with replacing you can get a nice, quiet PSU.

d3 and i both changed the fans in out kingwin divine power psu's it was simple and i wore no gloves but then again i work with 13,000 volts and up at work
highest voltage i have been around is 500,000 volts and you die if you get within like 15' of it

I changed the fans out in 2 of my PSUs w/o gloves or anything...you could always flip the switch on the PSU while your computer is running, then whatever power is still in the caps should be drawn out by your pc.
EDIT: The voltage and amperage of a pc PSU won't do any real damage if it's unplugged, there may still be a little bit of power in the caps, but that wouldn't be more than a light shock.

Just power some cathodes and fans with your psu.. then pull it fron the wall... you'll see the fans sow down and the cathodes dim (it looks cool =P), these devices will drain the psu.. it should be safe to open after that. The processs isn't too complicated at all.

the one that kills you isnt the voltages, its the current

so even if its 100,000,000V but its like 0.0000000000000000001A

you just get a slight tiny shock like electrostatic charge you get when you touch a metal knob!! *hated that by the way!!*
but just to let you know, once you open up the psu and change the fan and stuff, you practically void whatever warranty you have

Agreed, i do that all the time working on PC's,just leave a fan or something plugged in, and unplug from the wall outlet. it's perfectly safe that way.
And forget the gloves

Void the warranty?? when has that been an issue for anyone on these boards????
I've changed mine... I've even wired mine to a fan controller to quiet them down.....
just remember, that the fan is theoretically matched to your PSU (maybe not in the real world, but that is what the manufacturer would say)
so a quieter fan "MAY" not push as much air... so your PSU "Could" run hotter, and "Could" burn out quicker...
just a heads up....

Yep, cracked a few open here, no problems, just make sure you dont mess around too much and give the PSU a reason to shock you

also keep in mind you will have to do some wiring to change the fans, Ive never seen one that used a Molex or 3 pin connector.

Check to make sure you can change it some ps fans are wired in and you can' t change them.

you can just cut the wires and hard wire a new one in.......

I've opened up a couple. I've never seen one with a molex connector or anything, they've all been hard wired in. Just means you have to wire it back. When you cut the wire just make sure you leave yourself enough to twist a bit around the new wire. Also, be sure to use some electrical tape (wire nuts + tape is better) and not to leave any exposed wires.
