Ive noticed when I turn on prime95 I can barely hear my fans slow a tad (yes they are loud ) and no they arent plugged into the motherboard. Is this a bad sign or normal?

Use a digital multimeter to measure your voltages. Onboard voltage sensors vary too much in quality to be considered accurate at all.
It seems very likely I would end up with smoke in my room.

Not really, as long as you use common sense multimeters are really easy to work with.
I had this problem; it stopped when I replaced my PSU.
