well it seems whenever i add a new coat, little bubbles keep forming, and these bubbles form little holes which are really anoying and hard to get rid of. so my question is this.
after 4 coats. can i sand, put the last coat on. then put on the clear coat?
I plan on sanding the final product with 1500 grit then using a buffer rubout the paint for a mirror finish.

bubbles? hmm. make sure that your surface is COMPLETELY clean. also...let the paint dry for at least a day before sanding it.
and don't sand the clear coat. it won't look as good. just after about 3-4 coats of clear coat, wait for it to cure (about a week or so) and then get a good car wax, and wax that paintjob down.

Agreed for the wax, wax formes a film on the paint that fills out the tiny imperfections of the paint (not craters lol) and it'll give a more brilliant finish than paint alone.
Mothers is the one i use, but i heard that turtle wax came out with a better one
