Now I almost know nothing of PSU measurements and what they mean, but I just sense something is strange. Is there? Thanks in advance.
3.3v @ 3.22v
5v @ 4.6v
12v @ 12.35v

They are almost certainly completely meaningless (unless you are measuring those using a thoroughly thought out test setup).
Nothing to be concerned about.

If you came up with those with software, there is nothing to worry about. Those software measurements are notorious for being off. Unless your rig starts acting funny, I would bother to look into it.

BIOS = software.
Unless you have a multimeter you aren't going to get a reliable reading. :/

Jammin is totally right. Even if you could somehow guarantee the accuracy of your multimeter readings, they're still basically useless without proper testing methodology.
