i was wondering...i wont to move my vga down to the second x16 slot on my mobo and was wondering if i just have to change the jumpers over on my board to do it or if i have to do this

if i can just simply plug the card in no probs. and by doing this would i encounter any kind of performance loss?

The mod you refer to is just of interest if you want to run a SLI setup. Since that's not the case - you simply want to move the card to the second slot - you don't need to do that.
With a Ultra-D you still have to move all jumpers, as would have been necessary for SLI. Moving of jumpers will increase width of the second slot from 2x to 8x (both slots will run at 8x). Don't worry, this is enough.
