Hold on lol... what build you running? anything under 4.1.2 will not give you the option to customize "Notification panel". Otherwise you will find the option under Display -> Notification Panel, there you can pick what toggles are listed when you pull the panel down. And you don't need rooting for that option, it's in the stock rom (or maybe your carrier removed it...)
