If it's Thermalright, then we must be talking cooling. This time around we're looking at a CPU cooler designed for passive operation although it can mount one or two fans if desired: Thermalright HR-02 - http://www.overclockersclub.com/reviews/thermalright_hr02/

The thing runs a Core i7 920 with a 3.4 Ghz OC passively. That alone gives it some serious credentials. Then to run better with a fan at 1300 RPM is pretty sick. Where this cooler excels is low flow and low noise.

Absolutely. The Prolimatech Super Mega/Megahalems can't even do that (well). I tried the Super Mega passively and at 3.4ghz it shot up to almost 90 degrees celsius.
