my CPU is at about 53C idle and goes up to 95C after 2 minutes load with OCCT even after cleaning+underclocking.. is it toast?

What are you cooling it with?

What's the ambient air temperature?

Have you replaced the thermal grease?

If you have, how old was the tube you used?

Is your fan working? (Or radiator fan if you're liquid)

All things to consider.
