As far a graphics performance is concerned you should choose the cards based on the games you play, I just took a couple similar setups through some games  here. http://www.overclockersclub.com/reviews/powercolor_r9_295x2/

The 780TI has one big flaw for long term 4K support, only 3GB of video memory.  With 3GB being used at 1440p in some games now I would rather have the 4GB AMD is offering unless you opt for one of the 6GB 780TIs instead (this is assuming they have made it to market, I haven't been looking but evga had been working on one)

 

PERSONALLY, I would go for option #3 2 x 290X cards and watercool those. Then you have OC headroom and cooling the 120mm rad of the 295x2 can't match, 4GB of video ram and less money spent. 

 

As a side note I don't see any reason to watercool your motherboard, modern chipsets run cool and the VRMs need minimal airflow to keep cool with the stock setup. It just introduces more restriction to the loop even if it does look cool. I'm far enough removed from custom watercooling these days to give much more opinions on that front.  Last custom loop I bothered with was back in the days of the early Core 2 Quads.  Still got most of the parts too
