Not sure about the best cooler under 50. i have a hyper 212+ EVO on my i5-760, its at 4ghz and 1.3125 volts, never goes beyond the 70c when stresstesting, never goes beyond 64c when gaming. (most of the time it is 61c when gaming) really reliable cooler, its quite big tho, if you have a mini atx or some sorts, i would suggest another cooler, if you have a standard miditower, you're good to go. Not sure what kind of stuff CoolerMaster did with it as it looks like any other coolers out there, but it's an excellent performer.
