(might want to try a different PC just to be sure something isn't killing DL on the PC you tested with if you haven't already tried another) After that chances are giving Comcast a call if it's their modem is going to be the "easiest" option, otherwise might want to hit up a local retail store to buy one to "test" with assuming Comcast isn't one of those providers that hides all settings from the end users. I know one local ISP around here does that to try and make it harder for you to get out of their monthly modem lease so that may be harder to do. Oh just thought about this, if you're in one of the Comcast areas where they have AND enforce the monthly data caps it COULD be throttling related to that. Sounds similar to what one buddy of mine ran into with them when they rolled out that program in his area.
