Probably because Mantle is a low-level API that's meant to provide improvements on systems with older, sub-par CPUs. Not sure what CPU you're running, but I'm guessing it's a powerful multi-core processor, which is why Mantle won't do much for you and why Mantle will likely become irrelevant once DX12 is released.
